Born on April 18, 1975 in Elkhorn, WI, he was the son of Kenneth and Sandra (Coty) Bliss. He grew up attending local schools, was a graduate of Delavan-Darien High School, and received his Bachelor’s Degree in Criminal Justice from U.W. Platteville.
On April 13, 2002, he was united in marriage to Monica Sturgeon in Racine, WI.
His extensive career in law enforcement began on September 29, 1998. He began as a deputy, then spent 13 years as a general assignment detective, was a member of the Fire Task Force, was a 21 year member of the department of Tactical Response Team (T.R.T.) – serving as the lead trainer and team leader, was an 18 year member of the department’s Honor Guard, a 15 year member of the department’s Hazardous Device Squad (H.D.S.) having recently retired from being a Certified Bomb Technician, and Tactical Bomb Technician, and a three year active member of the department’s Drone Unit.
Jeff enjoyed running, watching movies, watching his son compete in sports, cars, and working with his hands building and fixing things.
Left to cherish his memory are his wife, Monica; his son, Noah Bliss; his father, Kenneth; his siblings, Abby (Mike) Travis and Scott (Kristi) Bliss; his nephews, Cody, Logan, George, Joseph; his niece, Jaden.
He was preceded in death by his mother, Sandra.

Memorial services honoring Jeffrey’s life will be held at 12:00 p.m. on Tuesday, April 19, 2022 at Carthage College- A.F. Siebert Chapel with full police honors. The service will be livestreamed via https://www.carthage.edu/news-events/watch-live/webcast-3/
A gathering of relatives and friends will be held on Tuesday, April 19, 2022 from 10:00 a.m. until the time of the service in Siebert Chapel.
